With the rapid development of economy,the process of globalization is becoming more and more important,and the talent is becoming more and more important in the competition of the world,and the civil servant is the important human resource of our country and plays an important role in the national operation.As the main body of the civil service,the grass-roots civil servant is the specific implementer and the implementer of the party’s line and policy,and its quality directly reflects the high and low of the party’s ruling ability and the level of the government’s management efficiency,and directly influences the relationship between the party and the government and the people.Broadly speaking,civil servants working in the grass-roots government can be called grass-roots civil servants,the N city studied in this paper is county-level city,so the article refers to N city civil servants as grass-roots civil servants.On the basis of defining the concept of the quality of civil servants,this thesis uses the new public service theory,human capital theory,competence quality theory and other basic theories directly related to the quality of civil servants,and prospectively grasps the new requirements for the quality of civil servants at the grass-roots level.Specifically,this thesis mainly includes three aspects.The first is to define the concept of the basic civil service.This paper holds that the quality of the grass-roots civil servants is the sum of the physical condition,the cultural knowledge,the ideological quality and other characteristics of the basic-level public servants in the course of performing their duties,which is the public service ability and the cooperative ability of the grass-roots civil servants in the actual work.Investigation and research ability,information medium ability,political identification ability,anti-corrosion and anti-change ability.The quality is the inner foundation of the ability to show,and the ability is the external performance of the individual’s quality.Through the shaping of the quality,the purpose of improving the ability is achieved,the civil service of the grass-roots level is built,and the public service of the state is carried out.The collective construction of the personnel is of great significance.The second is to carry out a preliminary investigation of some civil servants in N city through the form of questionnaire and interview,from which some problems have been found.For example,the civil servants in the city lack the consciousness of improving their professional quality,the ability of self-learning is weak,the training system is not perfect,some grass-roots civil servants also have official-based ideas,which hinder the promotion of the quality of civil servants in the city,it also hampers the development of the local economy and society.Third,some effective and feasible countermeasures and suggestions are put forward to improve the quality of civil servants in N city.The purpose of this paper is to closely combine the actual situation of the overall quality development of civil servants in N city,and on the basis of drawing lessons from the successful experience of improving the quality of civil servants at home and abroad,this paper puts forward the corresponding countermeasures for the improvement of the quality of civil servants in N city.Through the discussion and research of this paper,it is hoped that it will be beneficial to the sustainable development of economy and society in other remote areas.
