Research On Government Resopnsibilities In The Support For The Development Of Private Economy In Chifeng City,Inner Mongolia Autonomous Region

The private economy has become an indispensable force to promote China's economic and social development.Creating a good development environment for the private economy and stimulating the vitality and creativity of private enterprises require a financial support of local government.The private economy of Chifeng City is also playing an increasingly important role,making a great contribution to GDP,taxation,technological innovation,public welfare,etc.However,the financial difficulties of the private economy have not been effectively resolved.Although the Chifeng Municipal Government has taken some measures such as formulating new policies,fund incentives and others to support private economy,which have achieved certain results,the problems of financing difficulties of private enterprises still widely exist.Through a comprehensive analysis of the government's responsibilities in financial support for the development of the private economy,this paper believes that the Chifeng Municipal Government shouldmainly perform the duties of leadership,regulation,public welfare,development,and supervision.On the basis of carefully reviewing the performance and achievements of the Chifeng Municipal Government in financial supporting of the private economy at the current stage,combined with the current working situation,the existing problems such as insufficient financial supply in its role in financial supporting of the private economy were analyzed after many visits and investigations.And we can comprehensively summarize that the reasons for the insufficient performance of the government's responsibilities mainly include the adverse selection,moral hazard,the absence of the government,and the unstable setting of government agencies and institutions.By referring to the local government support of private economy in Weifang City in Shandong Province and Hangzhou City in Zhejiang Province,suggestions were made for the optimization of the role of Chifeng City Government in financial supporting of the private economy.To strengthen the government's own construction as the main entry point,and “Optimizing the service” as the fundamental follow to promote the high-quality development of the local private economy.
