Since 2018,the short video platform has developed rapidly into a new traffic gathering place,attracting the participation of government agencies.In the background of the mobile Internet era,information technology continues to develop,and constantly updated Internet products have changed the Internet usage habits and thinking of the public.Focusing on user needs and paying attention to user experience have gradually become the core means of product competition in the era of mobile Internet.In this context,as a new form for government agencies to release government information on the short video platform,the competition with other information products is inevitable.Affected by this,government agencies also need to change traditional thinking,layout the content production and transmission of short video with user thinking,and constantly create in content production mode,content creation and presentation,content communication and interaction New,give full play to the influence of government short video.The main content of this article is divided into three parts.The first part uses the content analysis method to analyze the content data of 151 works released by the Siping police officer from May 2018 to January 2020 by content analysis.Tiktok’s content characteristics are summarized from the content type,content theme,content duration and content form.The second tiktok tiktok is a typical case of Siping police.The deep interview tiktok is used to understand the users’ demand of Siping police affairs tremble signal.Through the content data of the Siping police ’trembling sound number,the successful experience of using "user thinking" is summarized as the short government video from the aspects of content production mode,content creation and presentation,internal communication and interaction.We can learn from it.The tiktok users tiktok is mainly based on emotional needs and information needs.The Siping police affairs production is specialized in user experience,content creation and presentation,and user emotional expectation.The third part,from the experience tiktok of the Siping police force,summarizes the suggestion that users should have rational use of user’s thinking in short government video,that is,to focus on the user’s clear positioning based on their own characteristics,build a user centered professional production line,give fullplay to the resonance effect of personal feelings and collective emotions,and guard against the value dissipation caused by excessive entertainment.
