Government Responsiveness In The Process Of Managing Social Conflict

With the reform and opening-up policy's further implementation,there are more and more social conflict occurred nowadays in China.It is generally believed that noncompliance resistance always lead to political instability,and the existence of noncompliance resistance is a provocation to government authority.However,the author finds that noncompliance resistance does not always subvert the authority of the government.The constructive noncompliance resistance are widespread in the current Chinese society.It usually occur from the people using some illegal means to express their legitimate interests,but many local governments are not aware of the public's trust in the local governments.The occurrence of the situation has weakened the legitimacy of its own existence and led to the extreme waste of resources.If the local government can recognize that the people are not opposed to the government and respond to the people in a timely and effective manner,they can kill the further deterioration of the constructive noncompliance resistance in the cradle.The main reason for the emergence of such incidents is the imperfect channel of public interest expression.People cannot legally urge local governments to solve problems effectively.Those ordinary people with less political resources are forced to protest.The public has discovered loopholes in the local government's implementation,and are eager to help the government to improve it.The local government is the one whocan managing a social conflict as soon as possible,so they must effectively improve their ability to respond to it,and response at a positive attitude in a timely and effective manner.The author selected 13 cases of constructive noncompliance resistance incidents to analysis,and divided the government's response model of them into six kinds according to the attitude and degree of government response.In order to know the response mechanism of Chinese government to the constructive noncompliance resistance incidents clearly,the author also analyzed the motivation and dilemma in government's responding to such incidents,and concluded several key influencing factors.Improving the government's response mechanism to deal with constructive noncompliance resistance incidents will not only help the government maintain social stability and achieve the regional economic development,but also can improve the formulation and implementation of its' policy.So the author converts those several key influencing factors into five conditional variables and use the fs QCA qualitative analysis method to analyzes this thirteen cases we have selected,by this way can we find the conditional path for local governments to improve their governance through the constructive noncompliance resistance.when the people can maintain a high degree of organization,and the local government can take a positive response attitude to the protesters in a timely manner.Then the constructive noncompliance resistance can achieved its' validity.Based on this,the author come up with a series of measures to improve the responsiveness of government when dealing with those incidents.
