Taxation is the main source of China’s fiscal revenue.As an important economic management department of the country,the taxation department plays an important role in regulating the economy and maintaining social equity.The tax system civil servant is an important human resource of the taxation department and is the development of China’s taxation cause,made an important contribution.The development of the taxation industry is inseparable from a high-quality cadre team.In order to ensure the smooth and smooth development of the national tax collection and management system and the long-term development of China’s taxation industry,the current tax system civil servants have heavy work tasks,small space for promotion,and ideological pressure.It is particularly important to strengthen the human resources management of the tax system.Incentives are the key to improving the level of human resource management.Appropriate and effective incentives can provide the initiative and enthusiasm of civil servants and stimulate their creative use.According to relevant research findings,people’s ability can only play 20%-30% without being motivated,and with sufficient incentives,the ability can reach 80%-90%.As a tax administrator,I deeply feel that there is still room for improvement in the current incentive mechanism,and the enthusiasm of grassroots staff still needs to be improved.Further improving the incentive mechanism has a major impact on improving the level of human resources management in the tax system.This paper takes the first-line tax cadres of the D city tax system as the research object,uses the incentive-related theory to investigate the current incentive mechanism of the D city tax system,and analyzes and reflects on the current incentive mechanism based on the subjective satisfaction obtained by the civil servant questionnaire.On this basis,the author analyzes the causes of the outstanding problems in the incentive mechanism in detail,and finally puts forward the ideas and suggestions for perfecting the incentive mechanism of the tax civil servants in D city,and provides guarantee for the smooth transition of the reform of the local tax collection and management system in D,and perfects the civil service incentives for the national tax system.The mechanism provides a reference.
