The development of Internet technology has changed people's lifestyles and brought human society into a new state of network society.With the advent of the mobile Internet era,different groups using the Internet media conduct fierce discussions about social policy online,which ultimately affected the results of policy making.And the most typical case about this is the fierce debate caused by the“delaying retirement age policy”.Current researchers have paid little attention to this kind of network interaction in social policy making.Although they put up some theoretical models of public policy making and summarized the influence of the Internet on the process of policy making,they lacked the analysis on structural characteristics of network interaction in the process of social policy making,nor a summary of the mechanism model for the interaction process.Compared with the current researches,this research has two points of innovations.Firstly,the effect of the Internet media has been considered and a tripartite structure mode of government,Internet media and citizens would be put forward to describe the structural characteristics of the network interaction in social policy making process.Secondly,based on this tripartite structure mode,the mechanism of network interaction in social policy making process has been summarized as “Screening expression-Cycling modification” mechanism,to describe the interactive process of subjects in tripartite structure mode.From the analysis on the case of “delaying retirement age policy”,following three conclusions can be drawn to explain the mechanism of network interaction in social policy making process.Firstly,the network interaction in the process of socialpolicy making under mobile internet era is based on the tripartite interaction structure model of government,Internet media and citizens.This structure model not only expresses the structural features of network interaction,but also is the basis of interaction mechanism for the social policy making process.Besides,as for its formation path,it is the enhancement of rentability that make Internet media become the third subject in the structure of online interaction in social policy making.Secondly,the network interaction of tripartite structure mode is carried out according to the mechanism of "Screening expression-Cycling modification".The network interaction field,which consist of “public administrative field”,“Internet news field” and “expression field”,provides a virtual space for this tripartite network interaction.Then,both government and citizens can activate the network interaction field Internet media leading to the "expression competition" and inputting the interest expression into network news field.Next,hot topics and public opinions about the policy would be formed,which deliver the citizens' opinions to government,and government would adjust the policy plan in time.Finally,citizens would express their opinions again,forming new opinions online and making government modify the policy plan again.In this way,the “cycling modification” would be realized.Although this interactive mechanism of social policy making can bring more efficient and equal communication between citizens and government in social policy making,it has the weakness of endogenous contradiction,high cost of modification and hard for the vulnerable to express their opinions.So,administrative measures should be taken by government to strengthen the supervision on Internet media,apply new technologies to improve citizens' expression and make network interaction mechanism become the supplementary channel of government for citizens to express their opinions in the process of social policy making.
