| National New District is an urban new area directly approved and established by the State Council.It has great national strategic significance and undertakes the strategic task of reform and opening up.At the national level,reform and opening up,system innovation,system establishment and other aspects should be tried firstly.At present,19 national Districts differ greatly in terms of establishment time,basic conditions,their own characteristics and development stages.However,positive exploration and practice have been made in the innovation of system and mechanism,and some good practices have been accumulated,it provides a reference for improving the administrative system of Yunnan Dianzhong New District.Since its establishment of Yunnan Dianzhong New District in 2015,it has been exploring and practicing in the optimization of administrative system.In the process of development and construction,the current administrative management system of Yunnan Dianzhong New District still exposes some problems that hinder the high-quality development.In the face of the increasing downward pressure of domestic and foreign economy and the complex situation,in order to effectively solve the problems and contradictions in the development,as well as the problems and contradictions in the project construction,and effectively play the policy advantages,the optimization of the administrative system in Yunnan Dianzhong New District is particularly important.This paper consists seven parts,the main contents are as follows:The first part is the introduction,which mainly introduces the research background and significance,literature review and research methods.The second part is related concepts and theories.It introduces the concepts that are closely related to this paper,such as the national new district,Yunnan Dianzhong New District and administrative system.It analyzes the government function theory,the coordinated governance theory and the growth pole theory.The third part is the current situation of the administrative system of Yunnan Dianzhong New District,which introduces the basic situation of Yunnan DianzhongNew District,introduces the evolution of the administrative system of Yunnan Dianzhong New District from two development periods,and combs the achievements of Yunnan Dianzhong New District.The fourth part is the problems in administrative system of Yunnan Dianzhong New District.It analyzes the problems of administrative of the Yunnan Dianzhong New District,such as the lack of management authority,the unclear responsibility of organization setting,the limited guarantee of management system,and the unreasonable appointment of management personnel.The fifth part is the analysis of the causes of the problems in the administrative system of Yunnan Dianzhong New District.The main causes are the unequal rights and responsibilities of management,the unsmooth operation of the organization,the imperfect legal system and the imperfect personnel management mechanism.The sixth part is the experience of the administrative system of the national new district.Through the analysis of the three cases of Shanghai Pudong New District,Chongqing Liangjiang New District and Guizhou Gui’an new District,it summarizes the experience of the optimization of the administrative system of Yunnan Dianzhong New District.The seventh part is the optimization countermeasures of the administrative system of Yunnan Dianzhong New District,and puts forward the necessity,theoretical basis and countermeasures of the optimization of the administrative system to adapt to the development law of Yunnan Dianzhong New District.The innovation of this paper is that through the research on the problems and causes of the administrative system in Yunnan Dianzhong New District,it is helpful to clarify the horizontal and vertical responsibilities and power allocation relationship between Yunnan Dianzhong New District and Kunming,so as to create a better operating environment of the administrative system in Yunnan Dianzhong New District,and ultimately it can be the administrative of other national new district The predicament of the reform of the management system provides valuable experience for reference. |
