As one of the democratic political systems with Chinese characteristics,the petition system is not only an important way for citizens to participate in political life,but also an important way to express their own interests.In the past sixty years,the petition system has always played a unique political function,occupying an important position in the implementation of mass supervision,collecting social information,and alleviating social contradictions,ensuring social stability.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the work of letters and visits.It has made arrangements for the reform of the work system for reforming letters and visits and speeding up the construction of legalization of letters and visits,and put forward clear requirements,emphasizing that letters and visits should be included in the rule of law.Incorporating "leading the masses to exercise their rights according to law,expressing their appeals,resolving disputes","strengthening and improving letters and visits and mediation work" into strengthening and innovating social governance,etc.,so that sunshine letters and visits,legal letters and visits and responsible letters and visits have become the new direction of letters and visits.Under the current social background,people’s concepts have undergone subtle changes with the deepening of social transformation and the continuous transformation of social structure.They are highlighted by whether they pay more attention to their own rights and interests,and also pay more attention to the choice of legal and convenient means.For their own rights and express their demands.At the same time,the rapid economic development and social contradictions during the transition period have led to more complicated and sharp conflicts between the government and the individual,which has caused more people to become dissatisfied and distrustful of the government,and thus further More factors affecting social stability.However,the current petition system cannot completely resolve these contradictions,and it cannot provide comprehensive and powerful support to the grassroots letters and visits departments.It even restricts the functions of the grassroots letters and visits departments.This leads to the inequality of the letters and visits..The nature of petition work determines that solving problems in a timely manner is the core of petition work.Based on this starting point,this paper first introduces the orientation of the reform of the petition system after the 18 th National Congress of the Communist Party of China,and then analyzes the changes in the motives of petitioners’ petitions in the context of reforms,and attempts to find the dilemma of “multiple occurrences and difficulties” in the analysis of the changes in the motives of petitions.The reasons for this,and further explore the lack of positioning of the petition system that led to this situation,the existence of "inducement" effect and imperfect legal system and other institutional causes.Finally,based on the practice of grassroots letters and visits,combined with the status quo and characteristics of the petition system in Tiantai County,the author proposes an optimized petition system from the aspects of improving the work mechanism of letters and visits,improving the interest appeal mechanism of the people,strengthening the people’s mediation mechanism,and improving the legal environment for the operation of the petition system.Suggested countermeasures.
