Research On Main Problems And Countermeasures Of Mineral Law Enforcement And Supervision In Dalian City

Mineral law enforcement and supervision is the main means to fully implement the provisions of laws and regulations on mineral resources and realize the functions of national mineral resources management.In recent years,with the continuous improvement of policies and regulations,the effect of mineral law enforcement and supervision has been significantly improved.However,due to the increasing demand for mineral raw materials in the real estate,construction and chemical industries,illegal mining of mineral resources is frequent.At present,the reform of Dalian municipal government institutions has just come to an end.With the integration of multiple departments and functions,natural resources bureau has been formally established to implement the unified management of natural resources.Mineral resources as an important part of natural resources,how to effectively combat and investigate illegal mining behavior,reasonable protection of mineral resources exploration and development order will be a period of time in the future need to focus on the problem.Based on the mineral resources law enforcement supervision in Dalian as the research main line,using the research method,questionnaire survey and semi-structured interview method,the problems existing in the current mineral resources law enforcement supervision of the comb,summarizes the problems affecting the operation of mineral law enforcement supervisory work in Dalian,mainly include the "lack of good external legal environment","the forfeiture of the minerals processing difficult","third party technical conclusion case investigation","mineral law enforcement inspection and supervision have limited effect","law enforcement supervisory team construction shortcomings".At the same time,combining the reality of the work,to analyze the cause of these problems and find out " the mineral dissemination education work is not in"," part of mineral imperfect laws and regulations","third party technical support cannot guarantee","mineral resources law enforcement lack of enforcement","organization management deficiencies" and so on five aspects.On this basis,draw lessons from the related journals,literature and academic research results,based on the reality of Dalian area,put forward the "strengthening mineral dissemination education propaganda","perfect relevant laws and regulations of mineral resources","establish and standardize the case investigation supporting policies","to improve and standardize law enforcement supervision mechanism","law enforcement inspection team management optimization" and so on five aspects countermeasures,and promote the significance of research conclusion,to enhance the level of mineral law enforcement supervisory work to provide the reference.
