In recent years,with the deepening of China's opening to the outside world,international communication capacity is not only an important support for expanding China's international influence,but also an important grasp for China to carry out international cooperation.Domestic media organizations actively explore the development of China's international communication capacity,the use of international communication on the one hand can expand China's influence on the world,on the other hand,it can also strengthen China and other countries in more areas of cooperation,especially in China-related issues of international dissemination,for other countries to better understand China,to provide a window for international cooperation.Through the analysis of the current situation of international communication,this paper holds that in the current international information flow presents some characteristics consistent with the "two-level communication" theory,through case combing and theoretical induction,this paper puts forward the concept of "national Opinion Leader",in order to show that some countries play a special role in the practice of international communication.Specifically,these countries,or important sources of global information flows,or play key nodes in the flow of regional information.In sudden international events,national opinion leaders,with their own information channels strong to become an important source of trust.In some areas where information is blocked,national opinion leaders rely on their own "proximity" to convey information.In order to verify the existence and characteristics of this concept,this paper assumes that "national reputation","national innovation ability" and "national media strength" are its three main attribute characteristics,and according to three attribute characteristics,40 countries are selected as national opinion leaders in the subregion.A total of 68 media outlets were selected in these 40 countries to use the "One Belt,one Road" International Cooperation Summit Forum in May 2017 as a case study to analyze the dissemination and interaction of information on the social media platform Twitter by the selected representative media using the social network analysis method.Through the research,this paper concludes that in the international dissemination of China's "One Belt,one Road" International Cooperation Summit Forum,national opinion leaders can be divided into two categories,"global" and "regional" national opinion leaders,of which the United States and Britain are "global" national opinion leaders,China,India,Vietnam,Russia,Germany,France,Kenya,Nigeria,Australia and Argentina are "regional" national opinion leaders.According to the research,this paper also puts forward that China should become a "global" national opinion leader on the issue of Chinese in international communication,and cultivate its own international influence.At the same time,it should also work with other "global" National Opinion leaders and "regional" opinion leaders to improve the international transmission of Chinese voice to the arrival rate.
