The Study On The Problems And Countermeasures Of Shenzhen's Talents Housing Security

Talents represents the primary resource.Both the competition of comprehensive national strength and competition among cities end up the competition of talents.One who holds the talent resource with international competitiveness is the one who seizes the opportunity and is superior to others.Therefore,the competition of talent resource becomes more and more fierce in different areas of the world.In recent years,Shenzhen has implemented its strategy of strengthening city with talents,including the"Peacock Plan"and"Ten Talents Projects".Shenzhen has also formulated the Talents Work Regulations in Special Economic Zone.Moreover,the 1~stt day of November has been legalized as the Talent Day each year.However,under the background of Shenzhen's commitment to establishing a modern,international and innovative city,the rapidly rising house price has directly led to housing difficulties for talents and the brain drain which can be seen frequently in newspapers.There is no doubt that housing difficulties of talents has become one of important problems affecting the stable and sustainable development of Shenzhen City.In this paper,it takes the core concept of talents housing security as the breakthrough point,has combined with the theory of market failure,the theory of housing gradient consumption and the theory of housing filtering.This paper has concluded some results from both domestic and overseas on talents housing difficulties.It has strengthened the talents housing security work in Shenzhen,through the implementation of the talent housing project,and made some effects.In general,this paper has analyzed the current problems of talents housing security in Shenzhen as followings:the imperfect policies and regulations,limited channels of establishing talent houses,prominent contradiction between housing demand and supply of talents,incomplete allocation,operation and management mechanisms and lagging support facility construction.Furthermore,this paper has found out the main reasons of it by analyzing the existing problems,including the absence of top-level design,lagging theoretical research on talents housing security,improper proportion of land and resource allocation,unbalanced housing stock structure,as well as talents'fierce requirement for property rights resulted by unexpected rising housing price.This paper also draws lessons from the practical experience of Dresden's TAH and Donostia's talents housing plan in Spain to innovate the top-level policies of talents housing security,improve relevant laws and regulations of talents housing,promote the establishment and improvement of talents housing security system and provide various methods and measures for talents housing.Through this paper,the author hopes to contribute the advancement of an effective housing construction for talents and make a more attractive and competitive city for talents and venture capital in Shenzhen.
