For a long time,the phenomenon of "career plateau" widely exists in the grass-roots civil servants in our country,which has a profound impact on the mental state and work outcomes of grass-roots civil servants.With the gradual youth,knowledge and specialization of the grass-roots civil servants,the grass-roots civil servants attach more importance to their career growth and development.The incentive effect brought by promotion can facilitate the grass-roots civil servants to enhance the proactive work motivation.On the contrary,if they consistently face the "ceiling promotion" effect,and lack the opportunities of job rotation and skill improvement,it will produce a significant negative impact on the grass-roots civil servants to assume the responsibility and start their own business in the new era.Moreover,it will limit the implementation effect of national public policies as well.Scholars at home and abroad have confirmed the negative consequences of career plateau on individual work attitudes,but the current research pay less attention to the impact of career plateau on individual psychological state and work behavior.In light of this,this paper constructs a research model of the impact of career plateau on the proactive work behavior of grass-roots civil servants,using psychological capital and work alienation as mediating variables to test the impact of career plateau on individual mental health,and then reveals the mechanism of its impact on the proactive work behavior.Meanwhile,perceived organizational support and public service motivation are added as moderating variables to prove the moderating effect of organizational level support and individual level motivation on the above relationship.This study firstly combs the related literature at home and abroad,constructs the model and puts forward the hypothesis based on the theory of planned behavior,social exchange and career construction.Secondly,with the combination of qualitative and quantitative research methods,this paper takes province A as an example,it is located in the middle region of China.Through thecollection of 230 valid questionnaires and in-depth interviews with 11 grass-roots civil servants,this paper tries to verify the research hypothesis and explores the current situation,problems and causes of the phenomenon of career plateau among grass-roots civil servants.Ultimately,through the analysis and discussion,this paper provides practical measures and suggestions to deal with the problems of grass-roots civil servants’ career plateau and improve their proactive work behavior.In this study,SPSS,AMOS and PROCESS are used to analyze the data,and the main conclusions are as follows: Firstly,career plateau has a significant negative impact on the proactive work behavior of grass-roots civil servants.Secondly,psychological capital plays a mediating role in the impact of career plateau on proactive work behavior.Thirdly,work alienation plays a mediating role in the impact of career plateau on proactive work behavior.Fourthly,perceived organizational support can moderate the indirect effect of career plateau on proactive work behavior through the psychological capital.This means higher perceived organizational support will weaken the indirect effect of career plateau.Fifthly,public service motivation can moderate the indirect effect of career plateau on proactive work behavior through the work alienation.This means higher public service motivation will weaken the indirect effect of career plateau.
