Problems And Countermeasures Of Community Governance Of Changshou Street In Xinle City

As the basic unit of society,the governance capability and level of community are directly related to the governance efficiency of social governance.County-level cities play an important role in social development in China,but their actual level of community governance is not commensurate with their position in social development.As a result,it is of great significance to promote community building in county-level cities and realize the overall progress of social governance by studying the law and exploring the effective mechanism of community governance in county-level cities.As a county-level city,the Changshou sub-district office of Xinle plays an important role in community governance as the only detached agency.How to manage and develop the community,and how to build the community governance system of such streets is a new problem to be solved.Combining the methods of literature research,comparative induction and field research.This thesis first analyzes the theory of community governance;and a large number of literature materials are obtained through querying the network as well as paper books and electronic resources in the library,laying a solid theoretical foundation for the research.Second,on the basis of field research,this thesis roundly analyzes the community governance situation of Changshou Street in Xinle City,System of longevity and summarizes the results of the community governance situation of the Changshou street since the adjustment was divided,and this paper analyzes two typical cases of community governance exploration and innovation: “1+X co-governance,co-construction and sharing” and “red property”,summarize and refine the working mechanism of community governance with certain theoretical significance,That is,to carry out the working mechanism of “big party building and big party committees”,to stick to the main line of “party building leads community governance” unchanged,to aim at the vane of “common governance,co-construction and sharing”,to lead all kinds of resources with “big party building”,to strengthen the promotion of cultural heritage,and to build a new pattern of community governance led by party building.Through field research,it grasps the practice of communitygovernance of Changshou Street as a whole,but meanwhile,it also finds out some problems in the community governance when seeing the achievements,including the excess of administrative color,Overburdened with administrative responsibilities;Lack of professional community teams;The governance model of multiple subjects is backward,and the social organizations of real estate enterprises and other diverse subjects are in charge of their own affairs,lacking overall planning and coordination.and the depth and breadth of community residents' participation is not high.On the basis of applying community governance theory new public service theory,And the main reasons are as follows: the restriction of traditional governance concept,the imperfect community training and reward mechanism,the unreasonable relationship between multiple subjects,and the imperfect participation mechanism of community residents.In particular,it points out that the experience of some large cities may not be applicable to the non-negligibility of small towns.Then,it analyzes the different models of urban community governance at home and abroad,This paper summarizes and refines the community governance experience of Nanjing,Shanghai and Shenyang in China,as well as that of Singapore,Japan and other countries,so as to provide reference for the optimization of community governance of Changshou Street.It also points out that the experience of some big cities may not be applicable to small towns.Finally,following the basic principle of “The party leads,building a social governance pattern of co-construction,co-governance and sharing”,this thesis puts forward countermeasures to comprehensively optimize the community governance of Changshou Street: return to the community autonomy standard,promoting the coordination of community governance with party building;introducing professional community workers through multiple channels to stimulate the work vitality;exploring new financial mechanism to provide guarantee for community governance;improving the linkage mechanism of multiple subjects to promote the pluralism of community governance and optimizing the participation mechanism of residents to improve the livelihood of the grassroots,and so on.It is hoped that it can provide some feasible suggestions for improving the community governance of Changshou Street in Xinle City,and also provide some reference for the community governance of county-level city streets.
