Research On Government Behavior In The Development Of Secondary Vocational Education In Qinhuangdao

Secondary vocational education is an important part of modern vocational education in China.It trains the skilled talents needed for local economic development and is gradually highly valued by local governments.Qinhuangdao City is in a critical period of rapid economic development and industrial transformation,and requires a large number of skilled talents.As the manager and service provider of education,Qinhuangdao Municipal Government promotes the continuous adaptation of secondary vocational education to the level of local economic development and talent requirements is the inevitable requirement of Qinhuangdao Municipal Government to fulfill its educational functions.Based on the theory of public goods and public choice theory,this study aims to promote the sustainable development of secondary vocational education in Qinhuangdao City,and takes the development status of secondary vocational education in Qinhuangdao as the starting point.Using literature research,data analysis,comparative research and other methods,this paper analyzes the government behaviors in secondary vocational education in Qinhuangdao City.The policies and regulations in the development of secondary vocational education are imperfect,the management system is not coordinated,and the financial funds are insufficient.In various issues,from the relationship between local government,secondary vocational colleges and the public,the reasons for the unreasonable behavior of the government are analyzed in depth,which provides a direction for optimizing the administrative behavior and management behavior of the Qinhuangdao municipal government in secondary vocational education.Finally,on the basis of theoretical discourse,realistic basis and comprehensive analysis,it is proposed that the Qinhuangdao municipal government should improve the local laws and regulations,reform the administrative management system,increase financial input,and guide the society to change the value of vocational education.Continuously improve the government's discomfort in the development of secondary vocational education,create a good development environment for the development of secondary vocational education in Qinhuangdao City,and guide secondary vocational education to better serve local economic development.
