Study On The Government Role In The Development Of Homestay In Pingtan Comprehensive Experimental Area

With the development and construction of pingtan international tourism island,the tourism homestay has ushered in a huge development opportunity.The beautiful coastal ecological environment,the time-honored "stone house" architecture,the convenient and close communication with Taiwan,and the increasing tourist resources have laid a solid hardware foundation for the development of pingtan homestay.Current in pingtan town north port village water,god places around the south bay,the south China sea township beach attractions township,east Xiang filial piety "and so on many places,have produced a batch of sings like stone,September the lodge,grandma bay home stay facility,old captain home stay facility such as a distinctive boutique b&b,formed the number,relatively concentrated,distribution pattern of home stay facility near the scenic spots.But pingtan home stay facility because of poor foundation,late start,slow development,also faces the infrastructure construction is not perfect,imperfect government propaganda guidance,administrative and law enforcement supervision does not reach the designated position,a number of factors,lead to homogeneity,low end part of the home stay facility,service level is low,government need to fully give play to the role of the government,to try to guide the home stay facility,support and standardize the management,to safeguard the home stay facility industry health and sustainable development.First of all,on the basis of systematically expound the related concepts of home stay facility and government role,this paper intends to conduct an in-depth investigation on the development status of home stay facility in pingtan,and from the perspective of the government role in the development of home stay facility,systematically summarize the layout,standardized management,financial support and streamlined process of pingtan government.By means of literature research,comparative analysis and other research methods,this paper sorted out and summarized the problems existing in the government's role in thedevelopment of pingtan home stay facility.Secondly,taking the operators of home stay facilities as the objects of the questionnaire survey,combined with individual interviews,the government's role in 15 aspects including convenient transportation,convenient parking,public health and architectural style planning and design of home stay facilities were carefully collected.By means of questionnaire survey and statistical method,the influence degree of various governmental action factors is carefully summarized and analyzed.Then,by using the theory of the government's new public service and the theory of public management function,this paper deeply analyzes the causes of the problems in view of the factors with greater influence.Finally,in the domestic and foreign advanced home stay facility management experience and practice,on the basis of government puts forward to perfect the policy system,adhere to sustainable development,advocating diversified development pattern,increasing public investment,booster boutique home stay facility construction,strengthen the government's propaganda and organization of seven aspects,such as talent cultivation countermeasure and the suggestion,the countermeasures and Suggestions to relevant government departments to strengthen the home stay facility guide,support,management and service work provide certain reference and reference value,has strong theoretical significance and practical significance.
