Research On Improving The Security System Of China Civil-military Integration

As the socialism with Chinese characteristics is entering a new era,civil-military integration has now become a national strategy.China's national defense and military construction has been accelerated to a new development stage.At the same time,the situation of secrecy management work related to civil-military integration is becoming increasingly severe and complex.With hostile forces' strength to steal China's significant national defense technologies is obviously enhancing,to strengthen the secrecy work of civil-military integration and further build and improve related rules and regulation not only can provide a firewall for civil-military integration,but it is also a baseline and life project for state security,national defense security and economic security.As a new task,the practice of secrecy work of civil-military integration practice is far ahead its theory.To improve the related laws and regulations,effectively deal with the problems of secrecy work that cannot be solved by military enterprises,private enterprises,scientific research institutions or universities,and promote the civil-military integration in an orderly and stable way,this paper,by using literature research methods,systematically researches the history and features of civil-military integration development and reviews China's secrecy laws and regulations,including laws and regulations of national defense technology secrecy and military secrecy,so as to extract secrecy system related to civil-military integration development and clarify the subject and object in the legal relationship of civil-military integration secrecy.By adopting field investigation method,this paper selects several civil-military integration units of different types in Mianyang Tech City,investigating the secrecy management work in civil-military integration field with questionnaire and discussion.After figuring out the existing problems in this field,the paper particularly clarifies and summarizes the problems that need to be solved on state level.Taking the US's classification and declassification mechanism,secrecy supervision mechanism,secrecy methods in national defense technology transfer,and the security management mechanism of open information sharing in the US national defense scientific research institutes as the research objects,this paper takes citation analysis method to analyze the characteristics of civil-military integration secrecy system construction of the US so as to help China learn from the US's experiences and improve China's own civil-military secrecy system.Finally,on the basis of the above-mentioned steps,aiming at solving the problems in China's civil-military integration secrecy work,this paper puts forward some suggestions to improve the system of civil-military integration laws and regulations in the aspects of improvement of classification and declassification mechanism,secrecy supervision mechanism for foreign information exchange and release,secrecy supervision mechanism for national defense technology transfer,and the construction of coordinated secrecy supervision mechanism.
