This paper studied the status quo of China’s system of law on guarding state secrets. It introduced law and economics theory for analysis and proposed improving the system of law on guarding state secretes and increasing secrecy efficiency by proceeding from the administration of the determination of state secrets, the administration of secrecy, the examination of secrecy, the approval of secrecy, and the publicity and education of secrecy and by promoting legislation and revising existing regulatory documents. |
