The Research On The Effect Evaluation Of Power List Reform Of Dunhuang Municipal Government

In March 2015,the general office of the CPC central committee and the general office of the state council issued the guiding opinions on the implementation of a power list system for local government departments at all levels(hereinafter referred to as the guidelines).While seeing the achievements of the reform,we should also be clearly aware of the practical problems and continue to promote the power list system.We must strengthen the summary and reflection on the existing reform experience of the power list.For listing reform running the actual effect of power,in dunhuang,gansu province city as the research object,this study tried to power list goals and objectives as the guidance,set up power list performance evaluation system,analysis of the current government power whether listing has reached the goal,judgment power listing the effect of the reform measures and future development.It aims to provide reference for the follow-up reform and research.This study firstly elaborates on the concepts of power list and government performance,and the key performance indicator method is selected to evaluate the reform effect of power list of county-level municipal governments.Secondly,this paper expounds the construction of the index system for the effect evaluation of the dunhuang municipal government’s power list reform,and constructs the index system of the dunhuang city’s power list based on the four dimensions of "power clearing,power confirmation,power distribution and power system" and gives the operational explanation.According to the Delphi method to determine the weight of the four links,and according to the relevant policy documents and network data combined with operational instructions,the five-point scale was used to evaluate the effect of the power list reform.The score was 77.59,and the evaluation result was general.In addition,in order to comprehensively understand the implementation of the power list at the grassroots level from multiple perspectives,16 indicators in four dimensionswere analyzed based on the data collected from the semi-structured interview,and based on the evaluation results,the room for improvement of the power list in dunhuang city was proposed.
