The Study On The Problems And Countermeasures Of The Implementation Of Hunan Provincial Power List System

The power list system is a kind of system innovation which is introduced in order to promote the administration of the rule of law and the sunshine administration,promote the transformation of the government functions and the decentralization of the government in the context of comprehensively deepening the reform.On the basis of summarizing the researches on the theory of power restriction at home and abroad and the researches of domestic power list system,combining the analysis of the provincial power list of 31 provinces(autonomous regions and municipalities)and its implementation,this paper put forward the theoretical basis of the study of the power list system,including the connotation and function of the power list system,and the theoretical basis for its creation and change.Based on this,this paper further choosed Hunan Provincial power list as the research object,carried on the empirical research on the implementation practice of the provincial power list system,found that the implementation of the Hunan provincial power list system achieved some success in the promotion of the rule of law,the strengthening of the information disclosure,the formation of the power and responsibility system,the highlighting of government serving function,through the analysis of the pilot stage and comprehensive promotion stage and the concrete implementation.But there are three problems:the positioning of the power list system is low;the preparation process of the power list is not standardized;the supporting mechanisms of power list are imperfect.The subjective reason for these problems is that the system migration and innovation consciousness of the government are weak,and that the system design and implementation ability is not high.And the objective reason is that the power list system as a new thing itself is complex and under the process of developing.Then,this paper conducted case analysis of the provincial power list system in Zhejiang Province and Anhui Province,summarized the characteristics of the implementation of the provincial power list system in the two provinces and drew some points of experience.Finally,based on the problems in the implementation process of Hunan provincial power list system,combined with the experience and inspiration of Zhejiang Province and Anhui Province,this paper put forward the countermeasures to implement Hunan provincial power list system comprehensively:firstly,speed up the legalization process of the power list system;secondly,standardize the preparation process of the power list;thirdly,strengthen the reform of the supporting mechanism for power list.
