Research On Problems And Countermeasures Of Women's Poverty Reduction Project Management From The Perspective Of TQM Theory

After years of unremitting efforts,China has made remarkable achievements in poverty research and poverty alleviation practice.However,while the overall poverty of the country has been alleviated,the new trend of poverty feminization is gradually emerging.Though governments have implemented a number of poverty alleviation projects specifically for women,due to many reasons,such as the late start of women's poverty reduction in China,the immature project management mode,and the deeprooted traditional idea of "men are superior to women",women's poverty reduction projects are still facing various problems.TQM,or Total Quality Management theory,is a management theory which is oriented by the needs and expectations of customers and emphasizes the participation of all staffs and continuous improvement.Its purpose is to obtain customer satisfaction and then realize the expansion of organizational interests.TQM theory pays great attention to customers,which is consistent with the fact that women's poverty reduction projects pay great attention to poor women and ultimately achieve the goal of reducing poor women.Therefore,from the perspective of TQM,the idea of "customer-oriented" runs through the whole process of women's poverty reduction project management,that is to say,the idea of "customer first" is firmly established in all aspects of project planning,implementation and evaluation,which is helpful to analyze the causes of problems and put forward reasonable solutions,improve the implementation level of the project,and achieve the aim of further meeting the masses demands.Based on TQM theory,this paper makes a deep analysis and research on the management of women's poverty reduction project,combining with the actual situation of “Qiaojie” project(the short name of the manual skills training project specially for poor women)in A county of Jilin Province.This paper is constituted by five parts.The first part mainly presents the background and importance of the research,the researchstatus at home and abroad and so on.Then,the second part,mainly introduces the related concepts of the research and the theoretical connotation of TQM.The third part,taking the "Qiao Jie" project of A county in Jilin Provinceas an example introduces the current situation of women's poverty reduction project management.The fourth part,taking the "Qiao Jie" project of A county in Jilin Provinceas an example,uses TQM theory to analyze the reasons of management problems in the women poverty reduction project.This part analyzes from four aspects: weak service customer awareness,lack of enthusiasm for participation of all staffs,lack of suppliers' cooperation and lack of motivation for continuous improvement.The fifth part,using TQM theory,puts forward countermeasures to improve the project management of the women poverty reduction project,including strengthening service customer awareness,establishing the working mode of participation of all staff,enhancing cooperation of suppliers and setting up long-term continuous improvement.And this case can be used as a reference to improve the management of women's poverty reduction projects in China.
