Research On Rural Grid Management

With the deepening of new rural construction in China,profound changes have taken place in rural social structure,interest pattern and villagers' ideology.Farmers' lifestyle is diversified,personalized and interest demands are diversified.The grass-roots government adopts the bureaucratic management mode and takes the administrative order as the main management means.There is a contradiction that the public service provided by the government can not meet the needs of the villagers.Relying on modern information means,rural grid management can effectively integrate government resources,improve the service efficiency and quality of the government in rural areas,provide accurate,convenient and efficient public services for villagers,build a "seamless" government and service-oriented government,and effectively alleviate existing contradictions.In practice,Zhejiang province optimizes the grid management mode,promotes the construction of "four platforms" grass-roots governance system,and Applies it to the grass-roots social governance of M village in Wenzhou City.This paper aims to study the rural grid management through the research of "four platforms" operation of M village in Wenzhou.The thesis is divided into five parts.The first chapter describes the research background,significance and literature review of the article,puts forward the research content and purpose,and analyzes the characteristics and innovation of the research.The second chapter describes the related concepts of rural grid management,defines grid,grid management and rural social governance,and lists the "seamless government" theory,participatory governance theory and multi center governance theory,which provides a theoretical framework for the following.The third chapter introduces the background of rural grid management.The fourth chapter,based on the empirical analysis of the construction of "four platforms" in the grass-roots governance system of M village in Wenzhou,elaborates the long-term and information-based grid operation mechanism of M village through the construction of "four platforms",and analyzes the existing problems in the construction of "four platforms" in M Village in Wenzhou.The main problems lie in the data-oriented government assessment,the absence of grid members,the single grid management subject,and the imperfect management system.The main causes of the problems are that the management concept has not been changed,the grid members are not well managed,the social forces are not fully involved,and the "four platforms" growthmechanism is missing.The fifth chapter puts forward the perfect path of rural grid management through the research of "four platforms" construction of M village.First,the party construction leads the grid management;second,it defines the role of the government;third,it cultivates the participation of social forces;fourth,it establishes a long-term mechanism to optimize the management team.
