In recent years,the Inner Mongolia Autonomous Region has successively issued regulations and policies such as the “ implementation opinions of the People's Government of Inner Mongolia Autonomous Region on accelerating the process of promoting the well-off of people with disabilities” and the “thirteenth five-year plan” for the development of the cause of disabled People in the Inner Mongolia Autonomous Region.The Inner Mongolia Autonomous Region strongly promotes the development of the cause of the disabled,and the top priority in developing the cause of the disabled in our district is still to improve the quality of life of the disabled and to achieve social integration of the disabled.At present,many people with disabilities in our district still have a poor quality of life and are difficult to integrate into mainstream society.This has brought serious resistance to the realization of a comprehensive well-off including disabled people in our district.The main reason for this phenomenon is that many people with disabilities compared with healthy people,their lives are relatively closed,lacking access to the outside environment and ways to obtain stable economic income,and fully tapping the disabled's own labor employability,allowing unemployed disabled to participate in labor employment,and to allow employed disabled Achieving better employment is the main way to improve the social integration of disabled persons,increase economic income and improve the quality of life.At present,in order to promote the employment of the disabled in our district,the government of our district has issued a series of relevant laws and regulations.Although in the implementation process has achieved certain results,but in the government policy,there is still room for optimization and improvement in the pertinent aspects of implementation and enforcement.At the same time,the promotion of disabled people'semployment cannot rely solely on government support and help,the acceptance and recognition of society and employers,the improvement of employment skills and self-confidence of disabled people,the support and guidance of disabled families for disabled people will all be optimized.These all play active and effective roles in promoting employment status of the disabled in our district.Aiming at the above background,this article divides into four parts to systematically analyze and study the overall employment situation of the disabled in our district.The first part is the introduction of the thesis.This part firstly explains and analyzes the research background of the employment of disabled people in our district and explains the theoretical and practical significance of the research on the employment of disabled people in our district.After that,refer to recent research reviews at home and abroad to find out some common problems and reasons for the employment of disabled persons and some countermeasures to promote the employment of disabled persons.Finally,explain the research ideas and research methods used in this article,and list the key points,difficulties and innovations of the paper.The second part is the relevant concepts and theoretical explanations of the thesis.This part first explains the relevant concepts of the disabled and the employment of the disabled.After that,it explains the concepts of the four theories of new public management theory,socialist humanitarian theory,energy enhancement theory and active welfare theory on which this article is based and their specific application situation.Finally,explain the significance of achieving full employment for the disabled in our district.The third part is about the problems existing in the employment of disabled people in our district,their causes and relevant countermeasures.This part first explains the general situation of disabled people and the employment of disabled people in our district,and analyzes the laws and policies related to the employment of disabled people launched by our district in recent years.afterwards,we obtain some employment data of disabled people through a large number of questionnaires.Then,combine the data inthe profile of the disabled in our district with the data obtained from the questionnaire survey to find the employment problems of the disabled in our district,which are low employment rate,low employment level and stability after employment,low income and imited employment.The final part of this section explains the reasons for the employment problems of people with disabilities in our area.They are the lack of targeted employment policies at the government level,and the employment service system still needs to be improved,prejudice still exists,social employment and the overall economic form are not optimistic,and the level of education and psychological status of persons with disabilities themselves are affected.The fourth part is the relevant countermeasures to solve the employment problem of disabled people in our area,including the improvement of the government level to strengthen the employment support laws and policies and the strengthening of law enforcement and supervision,targeted mining of disabled people's jobs,with the support of the government to improve public welfare organization in employment support role,to optimize our job training for the disabled.At the social level,change the concept to help disabled people achieve employment,play an important role of non-governmental forces in promoting the employment of disabled people,personal psychological debugging of disabled people at their own level,improve their employability,and establish a clear view of job selection.
