| "If the counties are governed well,the whole country will be stable.If the counties are developed well,the whole country will be prosperous."County-level governance is an important part to China’s effort to upgrade its governance system and capacity and is a key point in the new era of socialism with Chinese characteristics.Its most major feature is that it both can be up to heaven and very down to earth,that is,it is supposed to carry out the Party’s principles and policies,implement the work arrangements of all levels of superior government,and also lead the subordinate villages and towns to promote their development and improve their people’s livelihood.Focusing on such a feature,county-level government has played a crucial role in building the image of a service-oriented government.The efficient and normal operation of a government mainly depends on its staff.Therefore,the working enthusiasm of the staff directly affects the working efficiency of the government.In recent years,China has paid more and more attention to the incentives of government workers,which has been mentioned many times in different documents and speeches.Due to the different nature of units,our government is classified into administrative units,public institutions and public management units.As a result,government workers have diverse identities.In addition,affected by economic development,aging of personnel and other issues,many institutions in Z County have employed off-staff workers.Through the visit and investigation,it was found that Z County government lacked the incentives for the in-staff workers,and did not adopt any incentives for the off-staff workers.This essay aims to find out the problems,analyze the causes,and optimize the paths to staff incentives in Z County.In addition to enriching the theoretical focus and perspective,this essay also proposes a reasonable path for improving the governance ability of county-level government.This essay "The Study of Staff Incentives in Z county government in Inner Mongolia" as the topic for research,this essay applies methods of document analyses,interviewing,comparison analysis,and induction.Based on the classic incentive theory,this essay not only finds out the problems of Z county government in salary,assessment,training,rewards and punishments system,work ethic,emotional incentives and career development,but also analyzes the causes from aspects of motivation theory,political and economical environment,incentives and supervision mechanisms,and further proposes a reasonable path for improving the staff incentives in Z county government.The path is to optimize the concept of incentives,to optimize the work environment,to optimize the methods of incentives and to amplify the supervision and restraint mechanisms. |
