China’s urban agglomerations develop rapidly.Nevertheless,the structural imbalance caused by the growing gap between development of cities has become an obstacle for the sustainable and healthy development of urban agglomerations,which objectively requires theoretical and practical workers to give full attention to the issue of inclusive development among cities.First of all,this paper systematically reviews the related theories of urban agglomerations as well as inclusive development,and proposes the concept of inclusive development of urban agglomerations.That is,in the process of urban agglomerations development,cities of different levels and types can achieve synergy and orderliness on the basis of fair development opportunities,and ultimately achieve the goal that the development results of urban agglomerations must be shared.Fairness,synergy and sharing are the essential features of the inclusive development of urban agglomerations.Secondly,based on the connotation of inclusive development of urban agglomerations,a comprehensive measurement index system that maintains dimensions of opportunity fairness,process synergy and outcome sharing is constructed.SPSS 16.0 was used to perform factor analysis on the index data of 18 urban agglomerations(194 cities)in China at three time points(year 2005,year 2010,and year 2015),and the corresponding model was used for measurement.The results are as follows:(1)The level of inclusive development of urban agglomerations in our country gradually increase at the three time nodes.(2)The top three levels are Yangtze River Delta,Pearl River Delta and Shandong Peninsula.From the K-Means clustering results,the inclusive development level of the Shandong Peninsula has fallen into the third ladder in 2015,and its inclusive development has a slowing trend;(3)Inclusive development of Beijing-Tianjin-Hebei agglomerations shows a downward trend and lags behind that of the same class.(4)From the perspective of economic zone,the most well-developed is the eastern coastal economic zone while the worst is the great southwest and great northwest comprehensive economic zone,which shows clear regional differences.Finally,the paper constructs a panel data that takes the level of inclusive development of each urban agglomeration as a dependent variable,and government factors,administrative factors,spatial factors,industry factors and transportation factors as independent variables.It conducts a regression analysis to explore the key factors for inclusive development of urban agglomerations under the help of the fixed effect model in Stata12.0.It results that government regulation,administrative level gap,agglomeration of producer services,and accessibility of traffic have positive effects on the inclusive development of urban agglomerations;Administrative dependence and spatial distance have negative effects;The impact of the existence of administrative barriers is not yet clear.
