Research On The Behavior And Risk Prevention Of Local Government In The Construction Of The Characteristic Town

The characteristic town is the strategic choice and practical exploration that the local government actively adapts to and leads the new normal of the economy,and it is also the strategic choice to cope with the transformation of industrial development,the optimization of economic structure and the transformation of growth power.The establishment of characteristic towns have effectively promoted the development of local economy and society,and created greater economic benefits and social values.But it also brings a series of problems,which are both opportunities and challenges for local governments.In the Chinese context,government behavior and economic development have always been closely linked,and the same is true in the construction of characteristic towns.The flourishing development of characteristic towns cannot be separated from the multiple actions of local governments,which are mainly manifested in strategic planning,industrial development,and public services.This article takes the small town of M in Zhejiang Province as an example.It is found that the strategic planning behaviors of local governments are mainly reflected in land use planning,ecological environment planning,and industrial development planning.The behavior is mainly reflected in the two-way engine of focusing on talents and enterprises,and the bilateral integration of cultivation and incentives.In addition,the public service behavior of local governments mainly refers to the handling of public administrative affairs,the maintenance of public order,and the matching of public facilities.In the construction of characteristic towns,local government actions have provided a good impetus for its development.However,in the course of its behavior,there are also potential risks such as the difficulty in balancing the rules of “tightening” and “looseness”,insufficient government-supported development and endogenous power in the town,and priority in industrial development and lagging community construction.Based on this,local governments should prevent and control potential risks from strengthening the scientificity and feasibility of town planning,enhancing the endogenous driving force for town development,and achieving the integrated development of town industrial development and community construction to form organizational forms and The proliferation pattern of characteristic small towns at the behavioral combination level transforms the institutional advantages of local development in China into governance effectiveness.
