Research On Collaborative Governance Of Nimby Mass Incidents

In recent years,China's rapid social and economic development has accelerated the process of urbanization.Environmental problems in the process of urban development are increasing day by day,and citizens' awareness of rights is gradually awakening.People's yearning for a better environmental life and their expectation of public services are getting higher and higher.However,in recent years,mass incidents of nimby type have occurred frequently in China.This movement,dominated by collective protest,has exerted a negative effect on the society,hindering economic development,threatening social stability and leading to a crisis of government trust.At the governance level,the governance mode dominated by a single power center of the Chinese government is unable to deal with the diversified and complicated nimby problem.In the context of promoting the modernization of national governance system and governance capacity,we should give play to the role of multiple participants,explore a multi-governance model of nimby mass incidents,and resolve nimby conflicts.Based on the reference domestic and foreign scholars to avoid problems on the basis of the research,summarizes the connotation of the adjacent suspension type mass incidents,characteristics,classification,the negative effects,theoretical basis and significance of its governance,analysis the type to avoid the generation mechanism of mass incidents,in adjacent from the facility location selection and construction process,because of the participation main body behavior,risk avoidance,social public opinion and the attitude of the decision making participants four mutual impetus and adjacent to avoid the outbreak of mass incidents.Secondly,by adopting theoretical research methods and through the research and analysis of the sources and flows of collaborative governance theory,a set of operating system for collaborative governance of public events is explored,and a governance system involving multiple subjects,a network coordination and communication operation system,and a governance process supervision and guarantee system are to be constructed.Thirdly,based on the dimension of collaborative governance and the method of case analysis,this paper analyzes the problems existing in collaborative governance of nimby group incidents in China,such as the absence of participation of multiple subjects,the lack of network coordination and communication mechanism,and the absence of supervision and restriction and guarantee mechanism.Based on this,according to build public event coordination management system and the social reality of China's specific situation,put forward its adjacent optimized path,from the type of mass incidents collaborative governance needs to establish the diversification of the governance mechanism of Shared accountability,the network coordination and communication of the collaborative governance mechanism,perfect the adjacent suspension type mass incidents the security system for collaborative governance countermeasure,to explore suitable for the current our country governance background of multivariate main body participation in governance mode of collaborative governance,in order to realize the coordinated management of adjacentfrom the type of mass incidents.
