| Corruption will lead to the unfair distribution of social resources,which will damage the credibility of the government and shake the party’s ruling foundation.As a new form of anti-corruption in the Internet era,network anti-corruption,through extensive social participation and public supervision to curb corruption,is an important part of the anti-corruption system.From 2013 to the present,with the Party Central Committee’s emphasis on the overall strict governance of the party and anti-corruption,network anti-corruption has entered a new stage of institutionalization,evolving from disorder to order.However,since the 18 th National Congress of the Communist Party of China,the storm of anti-corruption and the impact of network governance on non-governmental network anti-corruption have led to the decline of network anti-corruption.It is imperative to retain the characteristics and vitality of network anti-corruption.Therefore,this article reviews and reflects on the status quo of the institutionalization of network anti-corruption,and proposes a system adjustment path that meets the needs of national governance in the Internet era,to better play the unique function of network anti-corruption in the anti-corruption system.There are seven chapters in this article.The first chapter is an introduction.This part discusses the background and significance of the topic selection,the current status of research at home and abroad,and research ideas.The second chapter clarifies the core concepts and theoretical foundations of network anti-corruption,and expounds functionalist conflict theory and institutional change theory.The third chapter combs China’s anti-corruption model and the development process of network anti-corruption.Based on 241 cases,it analyzes the main characteristics of network anti-corruption,summarizes the latest trend of network anti-corruption,and explores the multiple interactions of officials,media and the public in network anti-corruption.The fourth chapter analyzes the necessity and status quo of the institutionalization of network anti-corruption.Network anti-corruption has inherent limitations such as information distortion,group polarization and chance,but it can play the role of a social safety valve and is an effective supplement to the traditional anti-corruption system.Incorporating into the institutionalization track is an inevitable way for network anti-corruption.It summarizes the status quo of network anti-corruption from three levels: formal rules,informal rules and implementation mechanisms.The fifth chapter summarizes and reflects on the new issues of the institutionalization of network anti-corruption.At present,there are imbalances and deviations in the construction of the network anti-corruption system,some characteristics and vitality are gradually disappearing,and the role of social integration is declining.It is necessary to explore the causes of new problems.The sixth chapter puts forward the adjustment path of the network anti-corruption system,and adjusts governance from three levels: formal rules,informal rules and implementation mechanisms.At the level of formal rules,strengthen the systematization and specialization of legislation,establish the boundaries of the power of network anti-corruption subjects,and regulate the judicial behavior of network anti-corruption;At the level of informal rules,establish a correct network anti-corruption view of public officials,strengthen the media’s self-discipline awareness and flexible supervision,and improve citizen awareness and network quality;At the level of implementation mechanism,improve mechanisms for information disclosure,network reporting,public opinion guidance,and anti-corruption docking.The seventh chapter is the conclusion and prospect,hoping to better integrate network anti-corruption into the anti-corruption system,give full play to the unique advantages of network anti-corruption,and explore the path of anti-corruption with Chinese characteristics. |
