Analysis Of The Status And Countermeasures Of Village Governance In Mountainous Areas

In document No.1 of the Central Committee of 2020,it is pointed out that it is necessary to improve and improve the rural governance system through coordinated promotion at the county,township and village levels,sink more social resources into the countryside,and promote the gradual transfer of social governance and service centers to the grass-roots level,thus enhancing the effectiveness of rural grass-roots governance.As the most basic unit of national governance,the continuous improvement of village governance system has deeply affected the modernization of national governance system and governance ability.After nearly 40 years of exploration and development of the governance mode of "rural government and village governance ",the rural governance system with Chinese characteristics has been constructed.However,due to the comprehensive influence of geography,transportation,economy,education and other factors,there are great differences in the governance model of village-level organizations,and the optimization and upgrading of the village-level governance model and its refinement Detailed management is becoming more and more important for the development of villages.Based on the experience and enlightenment of the rural governance model at home and abroad,combined with the local reality in Songyang County,mountainous area in southwest Zhejiang Province,this paper expounds and analyzes the problems encountered in the process of village-level governance in mountainous areas,and puts forward corresponding solutions according to the local governance experience and which provides reference value for rural governance in mountainous areas.The main content of this paper is composed of five chapters: the first chapter takes the introduction as the core,expounds the background and current significance of the research on village governance in mountain areas,summarizes the domestic and foreign research literature related to village governance,and briefly discusses the objectives,ideas,methods and innovations of this research.The second chapter focuses on the concept and theoretical basis of village governance in mountainous areas.The third chapter introduces the current situation of village governance in Songyang County,some practices with local characteristics and results,and analyzes in detail the bottleneck problems encountered in village governance in Songyang County,including team building,economic development,excessive government intervention and the exit of cadres.The fourth chapter summarizes some experiences and enlightenment of village governance at home and abroad.The fifth chapter analyzes and expounds the solution to the bottleneck problem of village-level governance in Songyang Mountain area,which mainly includes four aspects: team building,resource utilization,management ability enhancement and system guarantee.As the marginal area of urbanization,village-level governance should have local characteristics,accord with the reality of development,at the same time,it needs more government to give village-level organizations more autonomy space under the premise of giving necessary policy support.Under the background of modernization of national governance system and governance ability,rural governance should be more targeted.Therefore,the research and exploration of the present situation and countermeasures of village governance in mountain areas has certain practical significance and value.
