Research On Mobilization Paths Of Public Order Management In Local Police Stations

Based on the relevant concepts of social mobilization and social security governance,this article systematically classifies and analyzes the previous research literature from three aspects:social security governance mobilization theory,mobilization practice,and mobilization transformation.Empirical investigation and research carried out by the research object.To this end,this article attempts to build a "system-mechanism-life" perspective of mutual construction,taking Hangzhou C police station as an example,using case studies and field investigation methods to explore the mobilization path of social security governance in grassroots police stations.Through investigation and research,it is found that the mobilization of social security in grassroots police stations faces three major problems.First,from an institutional point of view,due to the virtual mobilization system,the mobilization capacity of the main mobilization organization is insufficient.Second,from the perspective of mechanism,due to the imbalance of the mobilization mechanism,the efficiency of social security governance cooperation is low.Third,from the perspective of daily life,ordinary people are not willing to participate in public security governance due to the fact that the mobilization method is out of the daily life of the people.Faced with the mobilization dilemma of grassroots social security governance,Hangzhou C police station innovated to promote the mobilization of grassroots social security governance.Specifically: First,improve the mobilization system guarantee for grassroots social security governance.It mainly includes strengthening the construction of the performance evaluation system,improving the supporting guarantee system for mobilizing the masses,and improving the social linkage system for grassroots public security governance;second,innovating the new mobilization mechanism for grassroots social security governance.It mainly includes the establishment of an incentive mechanism for enterprise safety prevention,the establishment of a supervision mechanism to enhance the authority of law enforcement entities,and the establishment of a learning mechanism for grassroots police to "pass and lead";third,it is embedded in a new path of community residents’ daily life.It mainly includes the use of psychological services to attract wide public participation,the establishment of emotional connections through "informal" interactive communication,and the implementation of a differentiated "fun propaganda" mobilization model.In summary,this article attempts to construct a mobilization model for the social security governance of grassroots police stationsunder the mutual construction of "system-mechanism-life",which has certain theoretical and practical value for the social mobilization work of grassroots police stations.
