Research On Efficiency Problems And Countermeasures Of The PAP Participating In Rescue And Relief Work

China has always highly praised a statement that challenges make a nation much stronger.That means the force to turn the tide is the precondition for thriving a nation inflicted with miseries.Throughout the past twenty years,China has suffered the Flood Disaster in 1998,Ice Snow Disaster in south-east and Sichuan earthquake.Confronted with disasters,heroes and strength are urgently needed.Thus,PAP was chosen to shoulder the mission and turn the tide.President Xi once stressed over and over again that PAP should have the courage to bear disaster relief and other emergent and dangerous missions.The Armed Police Law also clearly stipulates that one of basic obligations that the PAP has to do rescue and relief work.In practice,with the increasing participations and upgrading scale,disaster relief has gradually become a kind of normal mission in diverse tasks PAP execute.Therefore,how to accomplish the task of rescue and disaster relief more efficiently has become a major historical proposition and a very urgent realistic task for PAP.Based on how to improve the efficiency of rescue and relief operations that the internal security forces of PAP engage in,this paper analyzed the new features in new period that natural disasters bear in China and explored the mutual influence and the law between natural disasters and social development in order to discover the mechanism and make reasonable policy.Then,the article summed up the experience and learned lessons of rescue and disaster relief in recent years with positivism method to find out where the problem lies in improving efficiency of rescue and disaster relief.Meanwhile,in view of the difficulties,this paper gave a way in how the internal security forces could strive to find feasible and effective measures for emergency rescue and disaster relief from four aspects including combat readiness mechanism,power distribution,operation strategy during the war and providing comprehensive support,Fourthly,this paper discussed the latest details and key issues encountered by the internal security forces of PAP in order to find a better way to accomplish the actual tasks.Finally,this paper cited three typical cases in recent rescue and disaster relief.Through analyzing these cases,the major experience and lessons are found out,which provides examples and support for the major view in this paper.
