The 19 th National Congress of the Communist Party of China proposed that establishing a social governance model based on collaboration,participation,and common interests,strengthen the system for community governance,shift the focus of social governance to the community level,leverage the role of social organizations,and see that government’s governance efforts on the one hand and society’s selfregulation and residents’ self-governance on the other reinforce each other.Their participation in the formulation of public policies is also conducive to strengthening the democratic and scientific nature of policies.It is an inevitable structure of social development.However,there are still some problems in the actual process of China’s non-governmental organizations participating in public policies.Based on the analysis of relevant research results abroad,this article defines the relevant concepts of non-governmental organizations and other relevant concepts based on the actual situation of non-governmental organizations in policy formulation and participation,and specifically analyzes the ways and contents of NGO participation in policy formulation.In order to understand the current state of NGO involvement in the formulation of public policies,and to take into account the environmental protection public policy in formulating the relevant events involving the participation of non-governmental organizations in China,namely the disclosure of environmental information,environmental protection laws,and soil control laws,the The role and effectiveness of this process,as well as issues such as the lack of legal alignment in policy development,low participation in participation,lack of participation capacity,and limited scope and means of participation.To solve these problems,this paper further analyzes the reasons.Summarized into two levels: the government and the non-governmental organizations themselves,mainly including the imperfection of the legal system,the shackles of political ideas,and the incompetence of the non-government and the imperfect self-regulatory mechanisms.Then,it analyzes the typical cases of foreign NGOs participating in the formulation of public policies,and analyzes their successful experiences in many aspects such as legislation and supervision.Finally,based on thesubject level,we propose targeted suggestions.First of all,the government must strengthen the construction of the legal system,pay attention to a sound supervision mechanism,and at the same time change the ideology.Second,at the NGO level,it requires itself to strategically break through the bottleneck of resources,clarify the organization’s mission,and establish a self-discipline mechanism.
