With the rising and developing of civil society, and constantly appealing of public interests, to public policies which aims at resolving social public issues, it is inevitable that participants become widespread. The government is not longer the sole policy makers or decider. More publics expressed its own interests with the form of organization. It includes various private organizations and non-governmental public organizations (NGOs). Therefore, which regards government as the policy dominant subject, and regard public or various social organizations as supplementary participates forms a new public policy formulation system.This thesis asserts that the establishment of public policies in the new situation will provide a new stage for expression of the Public Wills. But to NGOs which represent the most extensive Public Wills, its emergence is not only a normative expression of public wills, more importantly, its own unique advantages and government interests, interests of private organizations form a new game playing system. And it takes certain extent of suppression and supervision to irregularities existing in the public policy processes. Of course, as for public policy processes involved in NGOs, through comparative analysis, this paper selected the specific part of public policies and points out NGOs with properties of policy advocacy have unique advantages in the specific part of public policies.Firstly, from the specific theory and practice, this thesis indicates that the necessity of NGOs'participation of public policy formulation. Namely: the social service functions with the non-governmental public organizations can and should adopt its own policy advocacy in an active and effective participation to the course in the formulation of public policy. Exist in the public policy interests of game-making process, the Government is not only the direct representative of public interest, there are also self-interest exist in the distribution of resources, that is "government interest". The government interest, in addition to the normal situation to serve the public interest must be compensated by the organization to maintain a reasonable share of benefits, does not rule out government officials or the organization for its own interests to seek additional. Particularly vulnerable to the objective economic interests of private organizations and the alignment of interests between the governments, leading to unfair allocation of social resources. Rather than government involvement in public policy, Public organizations not only can regulate and suppress the occurrence of the above, more importantly:It can integrate the public interest and public interest followed by the Government, so as to realize the widest range of public interest expressed. The article give a reasonable definition on the non-governmental organizations'function of policy advocacy, and completely analysis the role of non-governmental public organizations in public policy. That is:it can set all kinds of social resources, through various social and professional forces to promote some social and public issues into the government agenda from the public agenda, and to provide equitable and feasible public policy program, and then use its own People First'Superiority to makes public policy to achieve social legitimization. Finally, the article analysis the impediments for the non-governmental public organizations in making public policy from three aspects of the non-governmental public organizations, governments, private organizations. And give the corresponding response measures.
