Study On Risk Management Of Digital City Management System Construction In Small And Medium-sized CITIES

The digital city management system project,known as the digital city management information system,began in 2005.With the continuous improvement and continuous development of the digital city management model,the digital city management model has shown more and more advantages,and the digital city management system has become more and more popular with urban managers.The traditional passive and unitary urban management model is difficult to adapt to the modern urban development.Small and medium-sized cities have also begun to change from traditional urban management to digital urban management systems.Since the digital city management system involves many government departments and enterprises,it is also a change in the urban management model.Small and medium-sized cities have different legal systems,functional distribution,capital pressure,supervision mechanisms,and management levels compared to large cities.There are also different key points,difficulties,and risk points in the specific construction of digital urban management system projects.At present,there is little research on risk management of this type of project and there is a lack of a complete risk indicator system.At present,it is also an accelerated period for the construction of digital urban management systems in small and medium-sized cities.How to effectively manage the risks of the digital urban management system in small and medium-sized cities has become a research topic for government management departments and many experts and scholars.Therefore,it is very necessary to study the risk management of the digital urban management system in small and medium-sized cities.The author first analyzes the background,content and characteristics of the construction of digital urban management systems in small and medium-sized cities,summarizes the design principles of digital urban management systems in small and medium-sized cities,and points out the current risk management situation and problems in the construction of digital urban management systems in small and medium-sized cities.Risk identification is made for the construction of digital urban management system in small and medium-sized cities,and 8 primary risk factors and 25 secondary risk factors are obtained.Then,taking Qinzhou City,the southern city where the author is located as an example,according to the actual situation of Qinzhou City,the risk identification of the digital city management system in Qinzhou City was carried out,and the 6 primary risk factors and 17 secondary risk factors existed in the construction of the digital city management system in Qinzhou City were obtained.By using AHP Analytic Hierarchy Process(AHP)for risk analysis,five key risk factors,five general risk factors and seven low risk factors are obtained.Finally,the author gives some countermeasures for each key risk factor and general risk factor,and puts forward the prospect of the next work.
