| With the rapid development of China’s economy,the construction industry plays an important role in the process of urban development.The application for construction is directly related to the government’s control of construction projects.Parallel approval can greatly improve work efficiency.In order to promote the shift of government functions to reduce approvals,strengthen supervision,provide excellent services,and promote fair competition in the market,the State Council has initiated a reform of the construction project approval system.This article uses the literature research method,comparative analysis method and practice survey method,to analyze the reform status of pilot cities such as Xiamen and Hangzhou.Found that the current reform has limited participation in departments,difficulties in sharing information and difficulties in leading departments.There are problems such as insufficient optimization of the approval process,the need to improve the information platform and regulatory system.By analyzing the reform policies of the construction project approval system issued in recent years and the domestic and foreign reform experience,combining the analysis of administrative efficiency theory and seamless government theory,the goal and focus of the parallel approval optimization in the report construction process are obtained,and optimization methods and measures are proposed.In order to increase the degree of transformation of government functions and simplify administration,break down barriers between departments,realize information sharing and promote the optimal construction process,improve the satisfaction of service companies. |
