| Administrative examination and approval is one kind of administrative management modes widely used in China. It has a great influence on China’s economic development. In the background of China’s actively reforming the administrative examination and approval process and adjusting the function of the government from "management" to "service", Guangzhou launched an optimization approach in construction project approval process in 2013 in order to achieve the optimization of the approval process and improve its efficiency. The optimization includes: the integration of the process, changing of the method, the shortening of the processing time, the advisory service and information sharing.After over two years of practice, Guangzhou has made certain achievements in the optimization of the process, but the optimization hasn’t been promoted smoothly in some governmental departments, or some areas. Furthermore, the problems in the field that has been long complained by investors such as difficulty to be approved and long waiting time, have not been completely solved.In order to help to promote the examination and approval process of construction projects in Guangzhou, this thesis researches on the optimization of this process, and introduces in detail the optimization scheme of Guangzhou and its current implementation. Applying the theory of fragmentation, it tries to analyze causes of problems arising in the process from three aspects: the current system, implementing details and the hardware support. The author believes that administrative fragmentation and the lack of civil service orientation are the root causes of the problems. It is suggested in the thesis that cooperation system of all related departments should be constructed to jointly examine and approve construction projects, using the policy of "Multiple Planning Integration" as the information platform and the government administrative center as the vehicle. Through the innovation on the examination and approval system,all related departments will realize the functional transformation from “Approval as Management†to “Combination of Approval and Management, Emphasizing on Service†and improve the efficiency of the examination and approval process of construction projects. |
