Research On Government Responsibility In Social Assistance In China

Generally speaking,the social assistance refers to the government’s assistant activities for citizens.It is aimed at people who are poor due to various reasons.Judging from the content of social assistance,whether it is economic assistance or life assistance,the government is the main role of assistant activities.The government is required to actively rescue citizens who have fallen into the predicament for various reasons.Therefore,in consistency of powers and responsibilities,the government should take responsibilities for social assistance initiatively.However,China launched the work of social assistance relatively late with relatively weak economic foundation.As a result,there are still many problems in the positioning of government responsibility in social assistance.These problems affect the harmony and stability of the society,which are urgently needed to be studied and solved.This requires us to systematically study the positioning,connotation,measures and future direction of government responsibility,to make up for the existing deficiencies,and strive to make the dividends of reform benefit more people.After the related literature reviews,this paper first defines the concepts of social assistance,government responsibility and the concept of government responsibility in social assistance,and expounds the relevant theoretical basis,connotation and basic concepts of the government as the main role of social assistance,which conducted the theoretical foundation.Second,it analyzes the status of government responsibility in the field of social assistance in modern China,and traces the historical evolution of the government’s responsibility in social assistance,and discusses the status of government responsibility in the current social assistance.This paper believes that the main problems of government responsibility in China’s social assistance at this stage are mainly: First,the role of the government in legislation is not enough;Second,the responsibility is single;Third,Social assistance standards are low;Forth,the duties of the functional departments are not defined well.Then,through the analysis of the development process of the social assistance system in Britain,the United States,Sweden and Japan,and the analysis of the development trend of government responsibility undertaken by these governments,we will look for useful experience.Finally,from the perspective of guaranteeing the foundational rights of citizens,this paper studies and explores how the Chinese government can improve its six aspects of legislation,finance,implementation,advertisement,social forces,evaluation and overall planning in social assistance.
