Research On The Reform Of Administrative Examination And Approval In Jinzhou City

With the reform and opening up and the continuous improvement of the socialist market economy,China’s economic development level has taken a qualitative leap.While enjoying the huge dividends of development and reform,we also see a lot of room for improvement in the handling of the relationship between the government and the market.As pointed out in the 19th National Congress of the Communist Party of China,"The government needs to transform its functions,further streamline administration and delegate powers,develop new ways of regulation and supervision,and strengthen its credibility and administrative capacity,building itself into a service-oriented government able to satisfy the needs of the people.More decision making power should be given to governments at the provincial level and below ".As an administrative means to regulate economic development and manage social affairs,administrative examination and approval is the main breakthrough to promote the transformation of government functions.Since 2001,the reform of administrative examination and approval has fully been implemented all over the country,by greatly simplifying items of administrative examination and approval,the commercial system reform,innovate management way and a series of measures,the reform has achieved significant results.After several rounds of administrative examination and approval reform in Jinzhou city,some achievements have been made,but it is not ideal from the speed and effect of the reform.This paper aimed to Jinzhou city launched research and the problems existing in the reform of administrative examination and approval according to the theory of limited government and the new public service theory,according to the instruction,using literature research,comparative research and empirical analysis method,through analyzing the reasons of the existence of problems,and to learn from Ningbo,Tianjin,Guangzhou and other regions of advanced reform experience,in strengthening the construction of system,simplify examination and approval matters,improve the supporting measures,strengthen supervision inspection and so on four aspects put forward countermeasures and Suggestions for Jinzhou city deepening the reform of administrative examination and approval.
