Research On The Village Regulations In Minority Areas Of Western Hunan

As the saying goes: "rural governance,then county stability;county governance,the whole country is prosperous".A long period of stability in the countryside is the foundation of a country's prosperity.As an important carrier to maintain social order and civilize villagers,Village regulations have always been concerned by academic circles and political circles.Especially in the Minority areas of China are economically backward,traffic jams,Village organizations rely more on the Village regulations to manage village affairs.In this paper,some villages in The Minority areas of Western Hunan are taken as the research ground to carry out an empirical study on Village regulations.Through field visits and surveys,to understand the status and characteristics of the township regulations in this area,find out its shortcomings,and then analyze the causes,it seeks to formulate feasible plans from the perspectives of improving related mechanisms,standardizing supervision system,eliminating legal conflicts and resolving new problems in rural governance.This paper focuses on the social governance function,formulation and implementation,problems and analysis of the causes,as well as the countermeasures and suggestions for optimization.In addition to the introduction and the conclusion,four chapters are devoted to the discussion of Village regulations in The Minority areas of Western Hunan" :The first chapter mainly defines the relevant concepts of Village regulations,introduces the basic situation of the research village,and briefly sorts out the traditional township rules and folk conventions in Minority areas of Western Hunan.At the same time,according to the results of the field investigation,the author summarizes the characteristics of the current township regulations and the positive role of the local community social governance.The second chapter starts with the formulation of Village regulations in Minority areas of Western Hunan,introduces in detail the classification of its contents and the subject and process of the formulation,and then analyzes the object of the management of township rules and regulations and the means of implementation,namely the supervision measures.The third chapter,the author summarizes and analyzes the shortcomings of the Village regulations in the governance of this region,and analyzes the underlying causes of such problems.The last chapter puts forward a feasible plan to solve the problems existing in the whole process from the establishment to the implementation of Village regulations in this area.At the same time,the author also puts forward the idea of integrating the township regulations with the new development concept to solve the new problems and meet the new challenges.It is hoped that the viewpoint of this paper will bring intellectual support to consolidate the achievements of building a moderately prosperous society in all respects in this region,and to realize the construction of a new socialist harmonious countryside and a new countryside under the rule of law.
