A Research On The Practice Effectiveness And Problems Of Public Bidding System In China From The Perspective Of Audit

Bidding procurement system is a competitive transaction system in the current market economic activities.which has the inherent function of giving full play to the positive role of the market mechanism,tender procurement is widely used in the business of goods trading,construction,property leasing and intermediary services.This system makes the trading activities of market entities more standardized,transparent and safe,and gives full play to the market competition mechanism,ensure the quality of the project,shorten the construction cycle,improve investment returns.However,in practice,in the process of tender procurement,there are all kinds of fraud,the severity of which is self-evident,directly affect the future normal development of tender procurement activities.From the whole process of bidding,the author enumerates and analyzes the cheating behavior according to the steps of bidding.bidding,bid evaluation and bid winning,to explain the seriousness of the illegal behavior and the reasons of the cheating from the internal and external aspects.On the basis of analyzing the cause of the problem,the author puts forward the solution:First,the continuous reform of the institution is the basis of solving the problem;Second,the continuous improvement of the public bidding system and the social credit system;Third,the ways and means of the bidding procurement are constantly improved;Fourth,the dispute settlement agencies are separated from the purchasing agencies and the supervising agencies;Fifth,the quality of the participants in the bidding procurement is improved;Sixth,the standardization of the bidding process;Seventh,social supervision forces play a better role;Eighth,the promotion of practitioners’ moral level;Ninth,the application of advanced science and technology.The author holds that the bidding procurement system is a market system adapted to the current political and economic environment,and can be optimized and developed continuously as long as through the joint efforts of all kinds of power to overcome the shortcomings of its existence,can be continuously optimized development,bidding system is to promote economic development and improve the competition ability of market subjects,regulate activities of socialist market economy system.
