Research On The Supply Of "Internet+Home Pension Service" In China From The Perspective Of Network Governance

At present,China’s aging is getting deeper,and the consumption concepts and capabilities of the elderly have changed with the development of the social environment.The traditional service model can’t meet the needs of the increasingly diversified old-age care services.Under this background,a new "Internet+home care service" model came into being.Based on the basic concepts,this paper analyzes the theoretical advantages of this innovative pension service supply model,combined with the actual analysis of the current development environment,also pointed out that this innovative pension service model still has problems such as insufficient supply,low utilization rate,unbalanced supply and demand structure,single source of funds,and low professionalism of the service team.Faced with the current supply situation,we introduce the perspective of network governance,and analyze the governance problems behind these supply issues from the four dimensions.As one of the first batch of pilot cities for reforming home care services in the country,Wuhan City has a relatively complete development system.It has accumulated more practical experience in policy formulation and implementation of specific programs,based on the implementation plan of Wuhan’s "Internet+Home Elderly Care Service",its specific operation mode and service status are described,combined with this advanced practice case,it provides a reference for improving the ability of providing elder care services.This article analyzes the governance status of its main body,structure,mechanism,and tools from the perspective of network governance,and summarizes the innovations and deficiencies under this framework.The practice of the case in Wuhan shows that the development of home care services needs to optimize and perfect the network governance system from four aspects:correct choice of partners,information sharing optimization governance structure,effective incentive mechanism construction,and intelligent supervision.Finally,the research conclusion of this paper is based on the summary of literature and empirical revelation.From the four dimensions of governance subject,governance structure,governance mechanism,and governance tools,the development of the home care service model under the background of "Internet+" is proposed.
