With the continuous development of urbanization,the urbanization rate will reach 60.6%in 2019,and the rural population will continue to flow to the city.The new immigrants in the city have formed a group of residents who have no unit.The service provided by the original units has been transferred to the society,and the role of the government in social integration has gradually weakened,so it is urgent for new forces to join in the social governance.After the "opinions on strengthening and improving urban and rural community governance" was issued in 2017,the status of community residents participating in community governance was officially determined.With the higher requirements put forward by the central government for community construction,community governance needs to complete a new upgrading and transformation,that is,the transition from government administration led to co governance,co construction and sharing mode.As the biggest beneficiary of urban community governance,residents should actively participate in community construction.It is the only way to break the leading position of the government in community governance,integrate all kinds of resources in the community and give full play to the benefits of residents' participation.With the increasingly limited authority of the government,it is difficult to realize the integration of resources in the community through administrative orders.Instead,it is necessary to establish a multi consultation mechanism to promote residents to realize the benefits of participating in community governance,so as to reduce the cost and benefit multiplication of community governance.However,how to mobilize community residents to participate in community affairs and play a role in community governance is the main problem to be solved urgently This paper focuses on community residents and selects four community governance of L street in Liangshan County as the research object.The author has a preliminary understanding of community residents' participation in community governance by reading files and questionnaires.On this basis,guided by social capital theory and participatory governance theory,this paper focuses on the analysis of the rigidity of residents' participation in community governance,and finds out the constraints and reasons that restrict the participation of community residents in community governance.It is found in this paper.In the process of residents'participation in community public affairs governance,whether residents participate actively,passively or not,residents lack necessary knowledge,effective organization,long-term persistence and effective guarantee.No matter the collective organization,the backbone of the community and the "two committees" of the community can not act as the spokesperson of the community residents,and it is difficult for the community residents to form a unified opinion.And the participation is concentrated in the implementation stage of community public affairs,not involved in the governance and decision-making of community public affairs,so that there are many contradictions within the community members and between the community members and the government.This paper finds that community residents' participation can not be achieved overnight,it is a long-term and tortuous process.This paper believes that good community governance needs long-term government support and environmental training.First of all,the residents should form self-confidence in participation and improve their own quality;collective organizations should carry out standardization construction,give full play to their own advantages,and be good spokesmen for residents;the government should change their awareness and transform residents from community governance helpers to community governance cooperators,and finally form equal status of all parties involved and unite to jointly seek community construction.
