As a team with important responsibilities and missions in the new era,the village cadres play an important role in the context of rural revitalization.The level of work and capacity of cadres in the village is related to the advancement of the task of poverty alleviation and attack,and also has a unique significance in the promotion of the national governance system and modernization of governance capacity.In today's world of new technological developments,the embedding and sinking of the media in rural society brings opportunities and challenges to the daily work of the cadres stationed in the villages.This article examines the use of media in the daily work of village cadres from the perspective of media and communication activities.Fifty-eight village cadres in three regions of Henan Province were selected to explore the link between the use of media by village cadres and poverty alleviation and rural governance through in-depth interviews and participatory observation.First,with the dramatic changes in the media environment,in village governance,the information communication methods of resident cadres should be transformed from one-way persuasion to two-way interaction,focusing on two-way,interaction and participation rather than linearity.In addition,face-to-face interpersonal communication still plays an irreplaceable role in the daily governance of the cadres in the village.Secondly,in the era of digital communication,new media offers the possibility of resource access and self-empowerment for resident cadres.More than in the traditional period,there has been a significant improvement in their ability to learn,in the expansion of their channels of expression and in the implementation of their action.Finally,from the point of view of communication,if the "short-term behaviour" of village cadres in helping the poor is to become a "long-term mechanism",it is necessary to activate the endogenous nature of the village;how to improve the media literacy of villagers and village cadres becomes an urgent task to promote the establishment of endogenous media in the village and strengthen the village community.Under the influence of media change,we are facing an era in which new technology is rapidly advancing,profoundly influencing and restructuring people's lives and production relations,and the media,especially new media literacy has become one of the core literacy of cadres in the village.However,the improvement of the media literacy of village cadres faces various problems,both subjective and objective.The study found a number of problems with the current dissemination practices of resident cadres in village governance.In most cases,village cadres are able to achieve healthy interpersonal interaction with village cadres and villagers,but the deeper emotional communication is still fragile and vulnerable;from the perspective of new technology,the use of the Internet and new media to carry out work is the general trend,but in the process of media use,village cadres still lack initiative and self-awareness,and insufficient awareness of the changes in the media environment.From the point of view of the internalization of rural communication,the villages covered by new media,although the scale of information and the types of channels are constantly increasing,but the effect of communication needs to be considered,the improvement of the level of governance of cadres in the village should be considered in the environment of internalization of communication.At the same time,on the basis of interviews and observations,this paper summarizes the dissemination patterns in rural governance of resident cadres,a group that exhibits different characteristics of media use in terms of mobilization of rural society,embedding of acquaintance relationships and connection of external resources,respectively.
