Since the last century 80’s germination exploration to the 17 th CPC national congress of the comprehensive promotion,Competitive selection,as an important measure of the cadre and personnel system reformation,after years of practice and exploration,has improved the credibility of selecting employees,expanded the field of vision in this selection,picked out a large number of outstanding cadres and won the affirmation and recognition of most Cadres and the masses,but with the development of process of practice,there also appeared some outstanding issues and problems such as "High score low-energy"" Whatever follows a test " and “Doing well is not as good as doing well in the exam ".How to solve these problems while giving full play to its advantages? It became the important subject to improve the competitive selection.Since 2015,Ruzhou City has carried out three competitive selection of cadres at the deputy level,in order to solve these problems of competitive selection.Bold innovation and attempt were made and obvious results have been achieved,but there are still many problems and deficiencies.Therefore,this paper takes the competitive selection of cadres at the deputy section level for three times in Ruzhou city of Henan province as a case study,through visits,interviews,material analysis and other research methods,the city was found to be engaged in competitive selection accounting for : quantified the performance and potential of the experience、added the practice exercise link、strengthened the competitive mechanism.These practices are very innovative and play a good role in solving the problem of competitive selection,but the city’s selection process also reveals several question and insufficiency such as a lack of planning、experience performance potential evaluation is not transparent enough、the practice exercise is not scientific enough、etc.To address these issues,this paper analyzes the reasons.Then from the selection work institutionalization、the open evaluation link、 the scientific exercise link、the follow-up management humanizationfour aspects to put forward the concrete optimization proposal,in order to establish a scientific and perfect competitive selection process and provide a model for other areas.Each place can release the advantages of this method to a greater extent through the scientific process in the adoption of competitive selection.As a result,we will select officials who are capable and willing to take on responsibilities and are recognized by the masses.Then we will foster a correct orientation in selecting and employing people,build a contingent of high-quality cadres,foster a sound political environment and promote high-quality economic and social development.
