The report of the 20th National Congress of the Communist Party of China pointed out that the next five years is a crucial period for the all-round construction of a modern socialist country,high-quality development is the primary task of the all-round construction of a modern socialist country,and it is urgent to create a team of high-quality cadres who can meet the task of national rejuvenation.Selecting and using cadres well is the core task of cadre work,and the precondition of this work is to check and approve well.Cadre assessment is a "baton","baton" used well,the cadre can play a spur,reward the good and punish the bad incentive function,the cadre’s enthusiasm,initiative can play a mobilizing role,can stimulate the cadre cadre cadre entrepreneurship.In a sense,"what to test" determines the cadres "what to do","how to test" affects the cadres "how to do".Scientific and effective assessment is an important means to boldly select cadres and resolutely adjust cadres,as well as an important basis for encouraging and constraining cadres.For example,through the analysis of cadre assessment indicators,it can be clearly seen that the cadre has made contributions and trends in his own work,which are closely related to the vital interests of the people.From this point of view,high-quality cadre assessment is helpful to improve the governing ability of cadres,reflect the purpose of "serving the people wholeheartedly",so as to rectify the bad atmosphere of the government.However,at present,some local and department cadres from time to time appear "one-size-fits-all","going through the motions","the same" and other negative phenomena,these problems in the wide criticism at the same time,but also become the government departments always focus on solving the real problem.Recently,the General Office of the Central Committee of the Communist Party of China issued a newly revised "Several Provisions on promoting the promotion of Leading cadres’ ability to rise and fall",pointing out that the annual assessment should be taken as an important basis for promoting the promotion of cadres’ ability to rise and fall,to the political performance of cadres,ability level,work performance,style of state,public reputation and so on have an in-depth understanding.At present,our economy is still in the rising period,the modern metropolis is still surrounded by the underdeveloped county-level administrative units,the county level administrative units occupy the absolute share in our administration units.Therefore,how to improve the administrative ability of the county government,improve the county cadre assessment work is the current governments at all levels need to consider seriously.In this paper,based on the examination of section-level cadres in N county,a comprehensive analysis of the current situation of the examination of section-level cadres,the use of document analysis and questionnaire method to point out the current N county section-level cadres assessment of many deficiencies: the assessment of the main body of the unreasonable composition,obsolete assessment methods,unreasonable assessment index design,assessment results can not be effectively used and so on.In addition,in view of these defects,from the ideological understanding,assessment mechanism,objective conditions and other three aspects of the analysis of the causes of these defects.Finally,the paper puts forward countermeasures and suggestions to improve the section-level assessment work in N county,including improving the standardization and enthusiasm of assessment subjects,improving and innovating assessment methods,establishing scientific assessment standards for section-level cadres,and giving full feedback and application of assessment results. |
