Research On The Difficulties And Countermeasures Of County-level Inspections

Since the 18 th National Congress of Communist Party of China,comprehensively and strictly governing the Party has achieved in-depth development.One of the reasons is that the effective use of the disciplinary inspection system within the Communist Party of China,and its "sword" role in the construction of the Party's integrity and anti-corruption work can not be replaced.The application of disciplinary inspection system started late in city and county,it is the practice of the Party committees to draw on the inner-Party inspection system in city and county.The exploration and practice of supervision in Primary party organizations,especially the leading groups and Party leaders,has achieved initial results since its implementation.However the deterrent force and intensity of the disciplinary inspection in local government are obviously insufficient compared with the Central Government.There are still many irregularities and imperfections,some difficulties and problems have emerged in the application of disciplinary inspection.This article is based on the background of the strict governance of the party since the 18 th National Congress of the Communist Party of China,according to the logic order of "research background and research review---research concepts,development history and related theories---operational status,dilemmas and reasons-solutions to problems ".This paper comprehensively applied the literature analysis method,interview method and case analysis method,taking L County in Henan Province as an example,in-depth discusses the dilemma encountered during the operation of the county-level inspection system,the main reasons of the dilemma,and the improvement of the county-level inspection thinking.This thesis with a view to improving the inspection system,and expecting that the inspection system can play a better tole.Taking the county L of Henan Province as an example,this article reveals the predicaments faced by the current county-level patrols,including difficulty in team formation,coordination difficulty;difficulty in finding and digging problems,difficulty in rectification and hardening of results;correction of problems and accountability Accountability is difficult.Investigating the reasons,this article believes that the main problems lies in following factors: firstly,the design of the inspection mechanism;secondly,the territorial relationship of the inspection;thirdly,the construction of inspection teams is lagging;fourth,the results of inspections are not fully utilized.This paper argues that the way out for county-level inspections is as follows: firstly,to improve the design of the inspection system;secondly,to introduce the "big data + inspection" working model;thirdly,to strengthen the construction of inspection teams;fourthly,to promote the implementation of inspections and rectification;The fifth is to deepen the comprehensive use of inspection results.Only in this way can the role of patrol and supervision methods be maximized,and the party building can truly move towards the track of democracy,science,and the legal system.
