The characteristic district is a mirror,which could show the economic strength,the human environment and the cultural connotation of the city.At present,local governments in different cities are committed to the construction and developments of characteristic district,and some of them have achieved good results,which has played a good role in enhancing the attractiveness and promoting the healthy development of the economy.This paper expounds the importance and necessity of characteristic district,focus on the concept,classification and characteristics on the basis of summarizing the research achievements made by scholars at home and abroad,and further put forward the role of the government management.Based on the characteristic district of Taiyuan street in Shenyang city,this paper takes the government management behavior as the research goal in the process of block development.In the third part of the paper,we analyzes the current situation and reasons of the characteristic street of Taiyuan Street,And the local government’s initiatives and shortcomings.After comparing with the government management behavior of Chengdu wide narrow alley and Shenyang Zhongjie special district,exploring in depth the gaps in local government management,and giving advice on the effectiveness of local government.This paper proposes the establishment of a "cultural experience" block,for enhancing the attraction of the characteristic district of Taiyuan Street,promoting the economic development of Heping District and even Shenyang has a positive role,which also has important reference significance for the government’s future decision-making in the management area.
