Research On The Government Functions In The Cultural Governance Of L Town In Shanghai’s Characteristic Small Towns

In 2014,the "National New Urbanization Plan(2014-2020)" document proposed to accelerate the development of small cities and focus on the development of small towns.For this reason,the Ministry of Housing and Urban-Rural Development of the People’s Republic of China proposed to cultivate about 1,000 characteristic towns by 2020,leading the development of characteristic small towns across the country.Culture has instrumental rational values such as education,standardization,maintenance,and adjustment,and promotes the development of all aspects of society.Therefore,among the various factors involved in the construction of characteristic small towns by local governments,cultural governance is a governance method that cannot be ignored.It is an effective way to achieve "effective governance" and "village civilization" on the road to rural revitalization.Cultural governance can reverse the dilemma of inaccurate positioning and lack of cultural connotation in the process of small town construction.This paper takes L town in Shanghai city as the main research object.Through literature analysis,field investigation,case analysis and other research methods,it sorts out the behavioral logic and deficiencies of the L town government in the cultural governance of characteristic small towns and the performance of its functions.The requirements for the performance of government functions are the standards,and countermeasures for optimizing government functions in the cultural governance of characteristic small towns are proposed to provide local governments with practical experience in cultural governance of characteristic small towns.The article uses the theory of cultural governance as the basic theoretical basis,and through the comparison of Chinese and Western cultural governance theories,finds the theoretical connection between Chinese and Western cultural governance,and proposes that the political,social,and economic functions of cultural governance correspond to the government’s role in cultural governance.Political logic,life logic,production logic.According to the three behavioral logics of the government under the cultural governance theory,combined with field investigations,it is concluded that the political logic of the L town government in cultural governance is to insist on ideology;the life logic is to construct a public cultural service system for public life;production logic It is to cultivate the establishment of a cultural market system.Based on the particularity of "cultural governance" in Chinese cultural governance,it focuses on guiding individual behavior from the outside,and governance through government system design and power structure adjustment and reconstruction.Combining the trend of government function transformation after the reform of the government’s cultural system,including the socialization,marketization,and serviceization of government functions,the specific requirements for the government to effectively transform cultural functions and functional transformation during the emergence of China’s cultural governance process are analyzed.The problems and the roots of the problems in the performance of government functions in town cultural governance include the inadequate performance of government cultural functions,insufficient supply of effective public cultural services,and the urgent need to meet the cultural needs of citizens.The root of the problems lies in the lack of government public service concepts and the participation of multiple governance bodies Insufficient efforts and imperfect government public cultural service guarantee mechanism.Finally,based on the existing problems of the government functions in the cultural governance of L town with characteristic small towns,combined with the requirements of the transformation of government functions in the cultural governance theory,targeted optimization countermeasures are proposed,including the effective performance of public service functions and expansion of the main body of cultural governance The scope and guarantee the improvement of the government service system are three aspects.
