The Study Of Government Functions In The Development Of Community Home Care Service For The Elderly

With the slowdown of the global population growth,the aging of China’s population is also becoming increasingly serious,which will bring severe challenges to our social and economic development.In order to cope with the aging of the population,the state has issued a number of policies,and vigorously advocated the community-based elderly care model.In this context,how to clarify and define the scope and boundaries of the functions of the grass-roots government in community home care services has become a proposition that must be faced.The government-led model for community home care services in China does not mean that the government assumes all responsibilities in community home care services.The government’s role is to be a manager,planner,promoter and supervisor,rather than an executor of specific pension issues.This article starts with the concept of the grass-roots government,community home care services,and the government functions in the community home care services.Additionally,it is based on the theory of the protection of the rights and interests of the elderly,the government’s function theory,and the theory of multiple benefits.Furthermore,this paper analyzes the current state of government functions in community home care services in Zhangjiagang City,and conducts a questionnaire on the satisfaction of the elderly in Zhangjiagang City with home care services.Also,the research analyzes the shortcomings and reasons of government performance in community home care services in Zhangjiagang City,which are reflected in inadequate laws,regulations and rules,insufficient participation in guiding social forces,uneven construction of care service facilities,limited coverage of community home care service provider by the government,and irrational structure of home-based elderly service talents.These shortcomings are mainly based on the unclear positioning of government functions,insufficient policy promotion,insufficient and uneven financial investment,immaturity of the construction of community home care service information,imperfect supervision and evaluation mechanisms and so on.Finally,on the basis of drawing on the successful experiences of the United Kingdom,Japan,Hong Kong and other countries or regions,the proposal of perfecting the government functions in the community home care service in Zhangjiagang City is put forward,including formulating and perfecting the relevant rules and regulations,doing a better propaganda work of publicity,expanding multi-channel investment methods,and supporting and guiding the participation of social forces.At the same time,the city needs speed up the construction of the old-age service personnel team and establish professional and standardized supervision and evaluation mechanisms.
