In the era of governing the country according to law and constructing a service-oriented government,the development of administrative interviews system has profound practical requirements.Compared with other methods of administrative management,the traditional"order-to-execute" mode has been changed and the desirability from both sides of the administration has been greatly enhanced by administrative interviews.More importantly,the equally negotiable mechanism constructed by the administrative interviews has promoted the counterpart of the interviews to the equal position of official agencies,and effectively promoting the development of democratic administration and the construction of a service-oriented government as well.At the same time,the "efficiency and fairness" can be balanced by administrative interviews,which not only greatly alleviate conflicts between officials and the public,but also release the pressure of judicial system.Meanwhile,it plays significant role of the construction of a service-oriented government,promotion of administrative management system,innovation of administrative management concepts.Although the administrative interviews are currently applied in various administrative fields,there are still a series of problems in practice.For example,the administrative interviews have such problems as the legislation level is too low and inconsistent,some regulations violate the above law,and the content of regulation is too abstract.At the same time,without unified and independent legislation,practical implementation of administrative interviews frequently performed as a trading,sometimes with "compulsory" or "externalism".Moreover,compared to other mature administrative actions,administrative interviews are obviously inadequate in terms of procedural planning,supervision and right protection mechanism.The conflicts between the increasing needs and the internal drawbacks of administrative interviews not only restrict its social influence as a means of law enforcement,but also seriously damage the rights and interests of administrative counterparts.In the long run,this seriously restrict administrative interviews making breakthroughs on the functional behavior.Aiming at the practical problems existing in administrative interviews,this paper argues that strategies to improve the administrative interview system should be discussed from the aspects of legislation,procedure,supervision,and relief.First of all,make a sound legal normative system,improve the legislative level,and define the main contents.Secondly,standardize the procedure,pay attention to preparations,guarantee the implementation of the process,plan for the follow-up feedback scientifically and reasonably,and make sure the procedures fair and justice.Thirdly,supervision of administrative interviews should be strengthened,and a strict supervision system should be formed from internal to external in order to regulate the behavior of administrative officials effectively.Finally,sound administrative channels for relief should be built.A set of diversifying channels and methods for protecting the interests of citizens should be formed.The complaints mechanisms,litigation relief,and compensation mechanisms should be organically combined to protect the legitimate rights and interests of administrative counterparties.
