The Amazon Cooperation Treaty(TCA),adopted in 1978,brings together eight of the twelve South American states:Brazil,Bolivia,Colombia,Ecuador,Guyana,Peru,Suriname,and Venezuela.In 2002,after a lethargic period,the member countries decided to relaunch the project and created the Amazon Cooperation Treaty Organization(ACTO).Nevertheless,the creation of an intergovernmental entity and a permanent secretariat has not been able to give pan-Amazonian diplomacy the necessary dynamism.This paper aims to analyze the reasons that led to the signing of the TCA and the reasons that stimulate and cool down ACTO's actions.Although the literature on the Amazonian cooperation system is very limited,the author investigated official documents,books,and articles related to the subject.Here we present initiatives by the Amazon Cooperation Treaty Organization(ACTO)related to the region and the Continental Amazon,as well as Brazilian actions in the Legal Amazon.To this end,we sought to understand the evolution of the environmental movement in the international system,the importance of the Amazon rainforest to the world,and the international interests that surround it,making cooperation between the countries of the region necessary.The methodology used is based on bibliographical research by researchers on the subject,reports international organizations,and official pages of ACTO and the Brazilian government.As a result of this analysis,ACTO's performance,despite not being binding and slow,has been positive in generating important results for the Amazon,in the social,environmental,and economic aspects.
